We have the experience! Building, Excavating, Developing, and going strong for over 20 years ! The founder has an excavation and Real Estate background. In 1999 Serge Serdsev Construction began building. Taking a break to work in disaster relief in Florida through the Army Corps of Engineers, added experience. Now, under the name Pacific National Development, Inc., the company has developed several subdivisions, and is currently involved in projects throughout the Willamette Valley.
